You mixed up gravity with centripetal with Coriolis forces.
Coriolis forces come up if and only if you the body is in movement
relatively to the earth.
Centrifugal != Coriolis :)
Fcr = 2 * m * vr /\ w
where
vr is the vector "relative velocity" of the body to the earth
w is the earth rotation.
Fcr is a vector normal to the v and w vectors.
It comes only if vr != 0 so that when the body is in movement on the
earth's surface.
Anyway changing earth rotation (spinning down for example) should have
much dramatic effects on the weather.
That should be an ... errrm ... interesting effect :))
