No it can't.
The goal of the changes is to make ISDN connections more secure for
customers (telcom charges).

The default setting is: manual dialing not dial on demand.

That means if you set it to auto, you have to do something and this means
you have to know what you do. Autodial is dangerous in a not full configured
system and can cost you a lot of money.

Manual means the user is responsible for dialing _and_ hangup.

The new required tools package will be available this evening on the common
places, it is allready available on ftp.suse.com/pub/isdn4linux.
