If you want localized software, localize it. Its a good case of "code
matters".

Linux itself is "just the kernel", a rather techical thing and doesnīt
need localization-support, the apps and their documentation are
important.
The worst thing to do would be to localize all and everything:
mount -> anmelden
find -> finde
mouse -> serielles Zeigereingabegeraet.
Signal11 -> Warnung Elf (Elf=11 and not ELF)
This would break all scripts and conventions.
Things which are beyond the scope of "the most silliest expected user"
are not worth localizing -> donīt translate the bind-faq or the RIP2-RfC
or even fdisk and gcc.
So there are mainly two things: Localize graphical applications and
their documentation. KDE took already care of these two points (love KDE
or hate it).
