I have created the third queue and things work now,
except when you try to promote a SCHED_IDLE process
to SCHED_OTHER.

I have looked at the code all day but haven't found
the reason yet. Maybe one of the great detectives of
the list will want to take a look at it -- it just
has to be an interesting bug ;)
