[patch] schedule_timeout()

I should have cleaned my tree fine now. So now I produced a diff that
works fine here (btw, I just fixed all problems I got yesterday night).

The diff contains the tons of time_* patches that should be just in -ac
(I' ve also added some other fix of the same type). I can' t produce
problem with my patch applyed when JIFFIES_OFFSET=0. This is what I care
right now. When JIFFIES_OFFSET is for example -120*HZ the timer became
messy (I don' t know the cause yet).
