It kills the socket, which is very useful. Read the
doc (in the patch).

Lots of people have tested it (on 2.0), and all have found
it very useful. If you are using dial-on-demand with
dynamic IP-Addresses then it is essential in order to keep
the phone bill down. Almost everyone who uses ISDN4Linux
comes into this category. As do most diald users.

It is true that Andi Kleens patch is potentially cleaner -
I haven't tested it.
