Don't forget large multiuser company deals. My university per example has a
campus wide MS licence. MS can count about 5000 licences there. My guess is
less then 500 people upgraded.
Numbers can be manipulated anywhere you want :)

Moreover, you should be looking at the people who bought w98 upgrade and
manged to install it sucefully themselfs.
