It bounces back the message to the sender along with an "Error 0" note, or so.

Beware: when a full mailbox refuses a message and it bounces back to an already full mailbox, funny things happen... you can see the message bouncing from one account to the other, wasting bandwith in its way.

Other than that, I have found at work that mail quotas are a lifesaver. I am very interested in seeing space quotas working 100%, that will make us to switch to 2.2 in a snap.
