APM & Netscape

Does anybody know why Netscape 4.06 and prev. screws up APM?
With X running and Netscape not loaded I can switch to a text vt and
autosuspend will work. If I start Netscape first, autosuspend quits
working and apm -S works about 1/4 of the time. This is with
2.1.124pre-2 and either apm.c v1.5 or 1.6.
APM_BIOS v1.0, 486DX2/66, libc5.4.46
