portmap saves its state into a file when it's shut down, and reloads that
state when it is started back up. The saved state is normally cleared
during a reboot.

If you kill -9 portmap it won't be able to save its state, and the restart
will be "clean". You *will* have to shut down all RPC servers and restart
them after restarting the portmapper, though, as it won't know about the
ones that were running (that's what the state file is for).
