I had similar problems when trying to install several PCI cards in old
machines. I suspect problems with the PCI BIOS. In one machine we
succeeded in installing multiple SCSI adapters (a NCR53c875 and a NCR
53C810) after fiddling around with the BIOS settings and moving the cards
from one slot to another, in another machine we finally gave up.

Just for testing purposes: If you remove the 3com card, can you get the
new one to run?
