OK, I created one on an NT box, and then I loaded the file contents up
into Emacs, and it looks like:

!<symlink>//e/temp/out\0

Because Cygwin doesn't use the NT drive letters in the name but instead
uses double slashes, it will work compatibly with a Linux scheme. Thanks
for the suggestion.
