undefined symbol 'proc_sys_root' in kernel 2.1.107 and later

I'm trying to get some of the latest kernels built for SMP support
and I keep getting

fs/filesystems.a(proc.o)(__ksymtab+0x0): undefined reference to
`proc_sys_root'
make: *** [vmlinux] Error 1

I noticed the problem starting with 2.1.107 and it has happened
all of the way to 2.1.115. I've looked in the Documentation
subdirectory and made sure that all of my utilities are up-to-date,
but I can't seem to figure this one out.

If someone could point me in the right direction, I'd really
appreciate it. Please answer me directly if you could.
