Installing 2.1.106 also pppd

I am currently running 2.0.27 and Redhat 4.1. I downloaded the
linux-2.1.106.tar.bz2 last night. My question is how to get it up and
running. How do I unpack the bz2 file? how do I install it? do I need to
recompile it? Also, I was wondering if someone could point me to help on
setting up ppp.
