2.0.34 bug?

Can anyone confirm this bug?:

*Non-root* user can NOT execute any dynamically
link binaries if /lib/ld-linux.so.1 has no execute
permission (say 0444)?

Linux 2.0.34
ld_so-1.8.11
libc-5.4.45

as with my previous kernels (2.0.30 & 2.0.33)
any non-root can execute dyn-bin fine
as long as /lib/ld-linux.so.1 is readable.
