Did that...and tried undoing the small change to tty_io.c as suggested by
Alan. Neither helped. It also seems this system now has problems even
with older kernels...so I think I have some bizzare hardware problem, or
there's been something funny in the cyclades driver for a while.

Here's a log of what I just got through doing. (good thing I started out
taking notes).

System started out running 2.0.34pre15-secure
shutdown -rf now -> 2.0.34-pre15-secure-cyc lockup on cyclades.o load
reset button -> 2.0.34-pre15-secure-cyc normal boot
shutdown -rf now -> 2.0.34-pre15-secure-cyc lockup on cyclades.o load
reset button -> 2.0.34-pre15-secure-cyc normal boot
shutdown -rf now -> (all modems turned off) 2.0.34-pre15-secure-cyc lockup
on cyclades.o load
rest button -> 2.0.34-pre15-secure-cyc normal boot
shutdown -rf now -> 2.0.34-pre15-secure-cyc lockup on cyclades.o load
reset button -> 2.0.34-pre15-secure-cyc normal boot
shutdown -rf now -> 2.0.33 lockup on cyclades.o load
power cycle -> 2.0.34-pre15-secure-cyc-tty normal boot
shutdown -rf now -> 2.0.34-pre15-secure-cyc-tty lockup on cyclades.o load
power cycle -> 2.0.34-pre15-secure-cyc normal boot
shutdown -rf now -> 2.0.34-pre15-secure-cyc lockup on cyclades.o load

power cycle (remove all external cyclades modules) -> 2.0.33 normal boot

power cycle (re-connect all external cyclades modules) -> 2.0.33 normal boot
shutdown -rf now -> 2.0.33 lockup on cyclades.o load
power cycle (remove all external cyclades modules) -> 2.0.33 normal boot
shutdown -rf now -> 2.0.33 normal boot
shutdown -rf now -> 2.0.33 normal boot
shutdown -rf now -> 2.0.34-pre15-secure-cyc normal boot
shutdown -rf now -> 2.0.34-pre15-secure-cyc normal boot
power cycle (re-connect all external cyclades modules) ->
2.0.34-pre15-secure-cyc normal boot
shutdown -rf now -> 2.0.34-pre15-secure-cyc lockup on cyclades.o load
power cycle -> 2.0.32 normal boot
shutdown -rf now 2.0.32 lockup on cyclades.o load

When it locks up loading the cyclades module, it gets as far as saying:

Cyclades driver 2.1.1.4 1998/06/01 18:01:19
built Jun 10 1998 16:59:00

and freezes.

Kernels above are:

2.0.34-pre15-secure: Alan's 2.0.34-pre15 + Solar Designer's 2.0.34 version
of secure-linux.
2.0.34-pre15-secure-cyc: Same as above with latest (2.1.1.4) cyclades
driver.
2.0.34-pre15-secure-cyc-tty: Same as above with 2.0.34 patch to tty_io.c
reversed.
2.0.33: 2.0.33 with Solar Designer's secure-linux patch
2.0.32: pretty much stock 2.0.32.
