how many users slackware support?

Hi:all
I am using linux slackware 3.4 kernel 2.0.30 . It is working
very well now.
But i have problem , can you help me?
I have 128M memory on my machine. When there have 200 or almost
users on site, it can't support more users. Someone try to login,
but system tell him: fork try again!
So i want to know :
1. how many users it support if i have 128M memory?
2. If it can support more users , what and how i do?
