The reason why SMP is on by default in the DEVELOPMENT kernels is that
Linus is running an SMP machine and he distributes them set up exactly
how they're configured on his machine. Simple really...

It's unlikely to be BEFORE 2.2.0 but should be the case IN 2.2.0 when
