Also, is the stuff under net/sched (things such as sched_cbq,
sched_csz, etc.) ready to be used/tested? I can't find any
instructions on how to use these. (altq on FreeBSD has excellent
support for CBQ and RSVP, it seems. It would be nice if Linux can
achieve similar capabilities. I would be willing to help test
heavily, if it would help.)

Alexey Kuznetsov is still working on resolving the user interface to
all of this, but when he's done we should even have a nice full rsvpd
userland daemon. Whether it gets done in time for 2.2 is another
story.
