Don't we want the granularity of the per-[user|process|thread]
capabilities mask to match the granularity of the per-resource permission
mask, whether it's all used in a particular context or not? (And by the
way, does one normally attach acls or other per-resource permission-mask
data structures to sockets, meaning there is a slot in a socket descriptor
for it? Or does this apply to ports only? Or neither?)
