Kernel include files (time.h, sys/time.h)

I am trying to build a number of packages including INN and the NTP
distribution on a libc5 system. These are failing to compile
out-of-the-box because (I think) the kernel include files to do with time
changed sometime around 2.0.30. Is it safe to use older kernel include
files or would this be a bad idea?
