Linux 2.1.92 exploded.

I just got the patch for 2.1.92 and applied it. I rebooted and was
surprised to find the kernel happily inform me of every process that got
started:

raising capabilities on `init'(pid=1) [0303]:1212513
raising capabilities on `rc.S'(pid=6) [0303]:2052
raising capabilities on `swapon'(pid=7) [0303]:1212497
...

While shutting down to go back to 2.1.91 so I could have a clean console,
I was yet again surprised to have killall5 cause an Oops in the middle of
shutdown and have the system stop before unmounting my filesystem!

I think somebody needs to take a look at fs/exec.c. It looks like it might
be a problem with that 'if' statement on line 688 but I am not farmilliar
enough with that section of the source to tell what is causing the
problems.
