There is a high send-Q and absolutely nothing, no probes, no nothing
comes down the ppp link. Further, I don't see anything having to do with
port 1053 going from chaos->quark (ppp server). Everything is dead quiet.

Do you happen to be seeing these in the logs?

If not, turn off pmtu discovery:

echo "1" >/proc/sys/net/ipv4/ip_no_pmtu_disc

Reproduce the problem, do the messages appear now? I ask because I
received a report along these line and I want to see if the situation
is related.

What do you normally set the MTU parameters to?
