2.1.89 masq problems?

I've been using the same masquerading setup for quite a while but it no
longer seems to be working with 2.1.89. I do the following:

modprobe ip_masq_ftp
echo "1" > /proc/sys/net/ipv4/ip_forwarding
ipfwadm -F -p deny
ipfwadm -F -o -a m -S 192.168.1.0/24 -D 0.0.0.0/0

and I don't get any errors but no packets seem to be transferred. Any ideas?
I can reboot back to 2.1.88 and everything works fine.
