please explain: CPU is too slow for full bandwidth

The topic pretty much says it all, it has no help option and I am seeming
to be having a problem relating to a 486 and not having that option set.
If I ftp to it, and send it a file via 10mbit ethernet, the transfer goes
very slow and blocky (ends up around 10k/s).. Usually it gets about
200-300k/s (more sometimes)..
