New Linux kernel configurator project

Goals of this project are:

1st round
---------
Provide a drop-in replacement for make oldconfig/config/menuconfig/xconfig
so that such basic tools can be integrated in all (Linus, Davem, mips)
Linux trees.

The basic idea is that the current implementation is broken: code is
duplicated, and each back-end has its own way to understand the config.in
syntax. Thus, when you modify a config.in file, you are very lucky if all
back-ends keep on working.

That's why we want to unify the parsing of these files, with a C library.

2nd round
---------
When everybody has switched to the new kernel configurator system, think
about syntax enhancement for config.in and .config files, and about new
back-ends like gtkconfig based on the GTK+ widget set.
