Bug in VJ compression

I've discovered a bug in the TCP (VJ) compression code. If you try to
forward a packet with a timestamp option, no SYN, no FIN, no RST and
ACK set, the packet gets malformed and is dropped by routers. This is
the case if you try to forward a packet which uses RFC1323/1644 TCP options.
I know the kernel doesn't support this, but it would be nice if the packets
are forwarded properly over a VJ enabled link.
