Inserting a raw keyboard scancode?

An long-ago message showed how to fill the keyboard buffer using TIOCSTI
ioctls. Is there a similar method so I can send raw keyboard codes into
the scancode buffer? I looked at the kernel code (2.1.78), and see lots
of ioctls, but not what they mean.

I am aiming to get other controllers to work with things like MAME and
Quake II by emulating the keypresses (i.e. a daemon would read the device
and insert make and break scan codes as it is moved).

I should be able to do this - do I need to hack the kernel source to add
an ioctl, or is there one there that I don't see?
