Since around 2.1.52 the CONFIG_APM_POWER_OFF option only enables
you to use the power-off feature, but doesn't actually trigger it.
Instead you do it with a special argument to the halt/reboot system
call. Recent versions of the sysvinit package contain the necessary code.

halt, reboot, poweroff - stop the system.
SYNOPSIS
/sbin/halt [-n] [-w] [-d] [-f] [-i] [-p]
/sbin/reboot [-n] [-w] [-d] [-f] [-i]
/sbin/poweroff [-n] [-w] [-d] [-f] [-i]
OPTIONS
....
-p When halting the system, do a poweroff. This is the
default when halt is called as poweroff.
