All boards are whitelisted by default in 2.1.87 so it should try to use
the IO-APIC. With 2.1.84 there is a hardcoded number in io_apic.c that
disables the IO-APIC if it does not have 16 registers. From your output
you have 24 IO-APIC registers so 2.1.84 wouldn't use the IO-APIC unless
your board was whitelisted or you used a pirq= line. The 16 register
number is in 2.1.87 as well but since all boards are whitelisted by
default it doesn't matter.
