2.1.87: where have all the interrupts gone?

With 2.1.87, I'm still having problems with IDE and PPP. I was running
"diff" on two copies of the source to the Linux kernel, both stored on an
IDE hard drive. While that was running, I ran popclient over the modem,
with a POP timeout as the result. At the same time I tried pinging the
same host:

153 packets transmitted, 127 packets received, 16% packet loss
round-trip min/avg/max = 260.1/291.0/570.1 ms

Pinging it while not using the disk gives:

163 packets transmitted, 158 packets received, 3% packet loss
round-trip min/avg/max = 260.1/281.0/610.1 ms
