Process Quota??

My question is that simple:

Anybody working or thinking of working in a Process quota system?
(I mean, as you can limit disk usage, what about limit the CPU usage, of
course only when it is overloaded).

A curiosity: I have just pass the linux .c's and .h's through wc and
tachan! 1300000 lines!!!.
