linux-2.1.81: net connections hanging and then reseting

Configuration:

home machine modem server development machine
linux-2.0.0 <--phone--> linux-2.0.33<-ethernet->linux-2.1.81
\ /
--------------rlogin or telnet connection ----

When the development machine is running 2.1.80 or 2.1.81 and
I rlogin or telnet from my home machine directly to the development
machine, the connection between these machines will sometimes lock up
if I execute a command that outputs a lot of text. I can open another
rlogin or telnet session between these machines, but that connection
then seems to lock up much more quickly. After about a half hour
of the connection being locked up, the connections break with the
error message "connection reset by peer," after which point I can
make a new connection that does not lock up for a while.

If I make two hops by logging into the modem server than then
logging in from the modem server to the development machine, the problem
does not appear to occur.

When I go back to the office, I see a few repeated lines of the
following error message on the 2.1.81 machine's console:

sending pkt_too_big to self
