OK, I'm the intird man of the hour....how? How do I find these labels. proc
is not yet mounted, I don't know what devices to look for or the FS's they
contain and even if I did I would need a separate routine for everyone
to probe. How?

I think it is up to the file system driver to handle this, and ideally make
it available as logical symlinks to the physical links via the devfs.
Otherwise it is duplicating work and inconsistencies between the two can
cause problems.
