Yes, that is indeed too high. There are 3 bit defined for this.

32 LUNs are actually used in practice in some installations, so limiting our
device numbers is not really a good idea. 3 bit LUNs are only allowed in the
CDB itself, but there are 6 bits actually available in the IDENTIFY message.

I seem to recall that one of the newer SCSI specifications actually allows 8
bits for LUN, but that doesn't apply to parallel SCSI.
