Yes, but the devfs already has the ability to remember non-existant devices
so that you can chmod a device that is yet to be added. Basically, my
'nocreate' flag to the filesystem could be called anything else and the
semantics of it should be (and I think can be) exactly what we want for
chrooted filesystems.
