Evident bug in the new SCSI code.

The variable host_active is declared static in both scsi.c and
scsi_obsolete.c, while it is obviously supposed to be the same.
Without a fix any configuration with multiple scsi hosts
wishing to use one host at a time is going to hang at the
very first access to the second host.
