2.1.67: tunnel.c and README.tunnel missing

Although drivers/net/Makefile mentions tunnel.o, the needed .c file is
missing, causing an error (below). I got the complete linux-2.1.67.tar.gz
from ftp.kernel.org, not the patch, and it contains no files with "tunnel"
in their names.
