2.1.67 Config.in?

Is there a reason why a fair bit of the cool
new stuff in 2.1.67 didn't actually get config
stuff? Those which I have noticed are the
network block device (would be nice to get my
nfsroot box swapping without using an nfs/loop
file) and the PnP stuff...
