Linux disk buffers -- how can we control it?

Hi,
I have read about Linux's disk buffers and how it grows with the
amount of disk access.

Just how large do these buffers usually get? I have an acquaintance who
is having trouble with memory-cramming and finds he is using his swapdisk
more and more as he keeps his system up longer. Could some of this memory
be hogged up by the buffers in any such way? Could it be something else?
