because for VLB this has to be done (there was no real BIOS initialisation)
and XFree86 3.2 didn't have too much PCI specific code/support to avoid this.
XFree86 3.3 and newer is different...

changing CR59/CR5A (VLB style) will affect the PCI base0 address.
