SNAPSHOT: Yeah I know it's been a while

My first snapshot from the promise land. Lots has happened, you're
best off to check out the ChangeLog entries for details, but roughly.

1) Merge to 2.1.61, 2.1.62 happened too close to this snap. (me)

2) Tons of PPC updates (Paul, Cort, Geert).

3) fork()+exit() latency down by 50 usec on sparc64 (Jakub).

4) NCR scsi driver support plus other enhancements/fixes for
sparc64/PCI (Eddie).

5) Consolidation of "foo-over-IP" (IPIP, GRE, and SIT) tunneling into
mostly one source file, addition of protocol side RSVP code, ISDN
should compile again, small packet scheduler fixes (Alexey).

6) Token ring fixes, PLIP and COPS both work again, ethertap now works
again as well, AX25/Rose/X25 fixes, merge in or Video for Linux
support including BT848 driver, lotsa sound fixes, and RARP memory
leak fix (alan).

7) Merge in of AMD/Cyrix/Pentium detection and optimization patch
sets from various sources (Martin).

8) Some parport updates (Philip).

9) Alpha fixes for timer calibration and calculation of
offset from last clock pulse. These fixes handle the cases
where HWPRB gives a cycle counter of frequency of zero (Richard).

Things are slightly rough in this snapshot, but I wanted to get it out
nonetheless. Report all the obvious problems soon and then I'll try
to accumulate those fixes into a quick next snapshot say 3 days from
now.
