Aaron Tiensivu's SMC Speed Patch

I installed Aaron's SMC speed mods on a couple of 486DX2/66 machines
running SMC Ultras. There was a noticeable speed improvement. As a
test I used ncftp to copy a file just over 5 MB from a local ftp
server to one of these boxes. FWIW the results are below.
