This assumes the two charsets have an equal number of legal characters,
and you still need some way to map from one charset to the other.
[A legal character could have the value of an illegal character in
another charset. Example: 'A' could the value of '-' in another charset.]
This also assumes both charsets have '/' and NUL with the same
byte values and meaning.
