Well, you got me going on this, and went to my books to dig out something:
ECMA-168: Volume and File Structure of Read-only and Write-once Compact
Disk Media for Information Interchange. I remember now that the
standards FAQ from long ago said that ECMA-168 was equivalent to ISO 9660
so I got them to send me a copy (free).

Hope this helps. BTW, You may want to cross-check and make sure the
standards are 100% compatible to each other. They should be, but who
knows.
