This has existed for some time now.

There is a misc device driver in that package that reads and writes to
the PCI config space, and Tcl support, and showpci, a little GUI for
viewing pci config spaces.

I also managed to get it to work on Windows NT, if anyone cares. I may
release a new version shortly that includes the NT driver (source form
only.)
