undefined reference to `arp_bind_cache'

Sorry if this has come up before, but a check
through my archives didn't find anything.

A co-worker called me up today about trying to
use Linux to bridge between 10 and 100 MB ethernets.
I tried building 2.0.30 config'ed for ethernet but
no TCP/IP -- the build dies during ld with:

net/network.a(ethernet.o): In function `eth_header_cache_bind':
ethernet.o(.text+0x32d): undefined reference to `arp_bind_cache'

I don't see anything in any of the pre-31 patches to address this.

This is my first attempt to build a kernel without
TCP/IP, and I realize the bridging code is experimental...
in other words, I'm not even sure that it's 'legal' to
try the configuration that just died. Building with
TCP/IP networking (the only change) works fine.
