Can't this work? Set up an alias, using the offending IP address, on your
local network. It will keep the junk off the local area network without
mucking with the internet at all. Linux machines can alias many IP
addresses... ifconfig eth0:N www.hotsex.com, route add www.hotsex.com dev
eth0:N

We use this to keep employees from playing on company time. It should
work on incoming mail, also, because the mail daemon will see duplicate
IP Addresses (haven't tried it).
