2.1.35 won't rarp() and 2.1.36 won't let me log in

Hi folks,

what is the problem here?
I compiled 2.1.35 to get the kernel NFS stuff.
I enable all the networking options except WAN support and optimize as
router.
When I want to add a rarp entry, I get some strange error. If my mind
served me right, it had "probably wrong interface" in it or so.

So I upgrade to 2.1.36, same kernel options, when I boot it, it seems to
boot OK but when I want to log in, getty won't let me and tells me it
can't change tty1, permission denied.

What gives?
