pre-2.0.31 keyboard repeat rate?

I just installed pre-patch-2.0.31.gz from vger, and there's a very
strange thing: Apparently, the keyboard repeat rate is lower than
it used to be.

This is irritating, since some reflexes (such as going up and down
with an editor) don't work so well any more. 2.0.30 behaves normally.
The slowdown happens both from a virtual console and from X.

Was this done on purpose, or is this a bug?
